Government-regions agreement on upcoming reopenings. Conte: “They walk together in this new phase”
Agreement with the Regions on reopening guidelines from 18 May. Law decree approved. From 3 June it will also be possible to enter Italy, only from EU countries, without mandatory quarantine. Conte: “Excellent collaboration with the Regions. They walk together in this new phase”
The Council of Ministers approved the decree law which provides for the reopening of economic and productive activities throughout Italy. Tomorrow the new Dpcm should be signed by Prime Minister Giuseppe Conte. The law decree “outlines the national regulatory framework within which, from 18 May to 31 July 2020, with specific decrees or ordinances, state, regional or municipal, the movement of natural persons and the methods of carrying out activities may be governed economic, productive and social “explains Palazzo Chigi at the end of the Council which lasted all afternoon and ended in the night The economic and production activities will be able to reopen according to the regional guidelines that ensure the containment of the infection, in the absence of which the national guidelines apply.
It is the new formulation of paragraph 6 of article 1 of the decree on the new phase which will open from Monday. The regional presidents worked on a unitary text on the protocols regarding the reopening of commercial activities which the government then approved. There was no lack of doubts raised by some ministers during the meeting, and a heated debate, but in the end it supported the line adopted by the prime minister and the agreement reached between the executive and the regions. Economic activities that do not comply with the guidelines and that do not ensure adequate levels of protection, risk the suspension of the exercise from 5 to 30 days. While the penalties for those who do not respect the rules, on distancing and gathering in particular, range from € 400 to € 3,000 “increased to a third if the violation occurs through the use of a vehicle”.
Conte: “Collaboration with the Regions, they walk together in this new phase
“The new law decree with which we enter full speed in phase 2 has been approved. Excellent collaboration with the Regions that have adhered to the plan prepared by the government and agreed to walk together in this new phase by constantly transmitting information on the infections and sharing responsibility for the reopening of the activities, “said the premier.
Bonaccini: homogeneous guidelines
“The institutional collaboration has led to the construction of a law decree that responds to the needs of the territories and to an agreement that is based on the application of the homogeneous guidelines formulated by the Regions for a safe reopening of the economic activities suspended so far” said the President of the Conference of the Regions, Stefano Bonaccini.
Fontana announces the ‘quadra’ with the other Regions
“We were able to elaborate and produce a unitary document of the Regions. A result that is the result of the proposal that I had launched today to all the governors and which therefore materialized in view the reopening on Monday, when some new production activities will be able to restart with shared guidelines “said the president of the Lombardy Region, Attilio Fontana. The possibility of intervening each on their own was not a welcome solution for all regions. Just Fontana had asked for the possibility of arriving at a single shared protocol, even though many regional presidents have already anticipated their ordinances. Friuli Venezia Giulia with Fedriga and Veneto with Zaia were for leopard spots. “We need univocal guidelines”, was also the position of the municipalities.

Boccia: “From Monday the country will start again and will do it in safety”
“From Monday the country will start again and it will do it in safety. We will start again from the resistant Italians, those who with great sacrifices have stayed at home in these weeks, from the entrepreneurs and workers of the companies that have been closed in the last two months. The owners of restaurants and bars that have drawn on their personal reserves so as not to let their workers miss anything have been a great example for everyone. We are close to them and we must now give responsibility, simplifying procedures and authorizations. Bureaucrats must transform themselves into simplificators, all the checks will have to be done ex post. The state is at their side and we have a moral duty to trust them; a friendly state that must first of all protect health security, “said the Minister for Regional Affairs and Autonomies,Francesco Boccia.
