National Assembly Majority Leader Aden Duale on Wednesday accused the Commission for the Implementation of the Constitution of failing to deliver as expected and of blaming others instead.

He accused CIC of failing to deliver the required Bills to the National Assembly on time, making MPs issue ultimatums.

“Now that relevant Bills are with Parliament, it is upon MPs to consider passing them,” he said.

Mr Duale added that with the exit of the commission, the responsibility of making proposals geared towards the implementation of the Constitution would be vested in the Kenya Law Reform Commission (KLRC) and the attorney-general’s office.

He said the defunct commission relied heavily on the KLRC and the AG’s office in the last five years for the delivery of draft Bills and submissions to Parliament.

He spoke just a day after commission wound up and released a report to be discussed in both Houses of Parliament next year.

The report recommended the reduction of constituencies from 290 to 150 and wards from 1,450 to 700 as part of measures to curb wastage of public resources.

The commission also recommended the amendment of the Constitution to increase revenue to counties from 15 to 40 per cent of the annual national budget.

Mr Nyachae criticised the National Assembly for failing to guide the nation on how implementation of the law would proceed in the absence of the commission.

He urged Kenyans to ensure gains made were not undermined by those out to mutilate the Constitution
